🛑 Community Petition to Stop the Unsafe Mega Development at Barham Blvd & Floyd Drive

We, the undersigned residents and concerned citizens, strongly oppose the construction of the proposed 11-story, 68-unit apartment complex at Barham Blvd and Floyd Drive for the following urgent reasons:

🔥 1. Extreme Fire Danger – Lives at Risk

This site lies in a zone officially designated as a “Very High Fire Hazard Severity Zone” by both CAL FIRE and LAFD—a classification issued after the destructive 2024 wildfires.
Building a massive high-occupancy structure in this zone is irresponsible and dangerous, directly violating the intent of updated fire safety regulations. During an emergency evacuation, this building would become a deadly obstruction to surrounding neighborhoods, putting hundreds of lives at risk.

🚧 2. Severe Traffic Gridlock for 3–4 Years

Construction of an 11-story complex will require closure of at least one lane on Barham Blvd—a critical connector between Hollywood and Burbank—for 3 to 4 years.

  • LADOT traffic studies show a lane closure can increase traffic delays by 30–70%.

  • Barham Blvd already sees nearly 35,000 vehicles daily.

  • This project will cripple daily commutes, clog evacuation routes, and overwhelm local side streets.

  • A 5-minute drive could become 15 minutes or longer—every day—for years.

The developer, Jordan Shalom, is exploiting a regulatory loophole from a years-old application to bypass today’s safety standards—ignoring the current fire danger, traffic congestion, and evacuation requirements that protect our communities.

⚠️ 4. Violates the Spirit of Current City Policies

This project flies in the face of LA’s stated commitment to:

  • Wildfire safety

  • Emergency response access

  • Traffic mitigation

  • Smart growth that reflects present-day environmental risks

📣 Our Demands

We, the undersigned, demand that the City of Los Angeles and its agencies:

  1. Immediately revoke or freeze the building approval until a full environmental, fire, and traffic impact study is conducted under current conditions.

  2. Deny any permits that allow lane closures exceeding LADOT’s acceptable delay thresholds.

  3. Update zoning and fire risk policies to reflect the escalating wildfire threat in this corridor.

  4. Prioritize the safety of residents and emergency access over outdated development loopholes.
